Financial Services / Money Transfer Apps

Money transfer app development for licensed remittance providers

A remittance app has to quote, disclose, screen, pay out and refund on rules that are written screen by screen. Agnotic Technologies builds money transfer and remittance apps for licensed providers and their partners, with the Remittance Transfer Rule disclosures, sanctions screening and payout tracking in the transfer flow.

    Industry Overview

What does money transfer app development involve?

Money transfer app development is building the sender app, transfer engine and back office a licensed provider uses to quote an exchange rate, disclose fees, screen both parties, take payment, pay out abroad and resolve errors. Agnotic Technologies builds remittance apps with the CFPB Remittance Transfer Rule and FinCEN recordkeeping designed into each step.

    Industry Challenges

Where do remittance apps fail review or lose customers?

The gaps we find most often when a provider brings us an existing app.

    • The quote screen shows a fee but not the exchange rate or the amount the recipient gets, so the pre-payment disclosure is incomplete.

    • Exchange rates refresh after the sender reviews the transfer, so the receipt does not match what they saw.

    • Cancellation lives in a support inbox, and the refund clock starts when an agent reads the email.

    • Screening runs after funds are captured, so a hit means unwinding a payment instead of holding a transfer.

    • Recipient data is collected the same way for every corridor, missing what a payout partner needs and asking for what it does not.

    • Error claims arrive by phone, chat and email with no single case, and the investigation deadline is tracked by memory.

    Screen by screen

Which rule applies at each step of a transfer?

The table we build the transfer flow from. Each step names the rule that applies and the control we put in the app.

    Our Approach

How should a provider approach the build?

Three decisions that shape the app, the engine and the back office.

Lock the quote the sender sees

The rate and fees shown on review are the ones on the receipt. If the quote expires, the sender sees a new one before paying.

Screen before you take the money

Screening and AML checks run before funds are captured, so a possible match holds the transfer rather than reversing a payment.

    Model each corridor separately

Payout methods, recipient fields, partner limits and languages are corridor settings, so a new corridor is configuration, not a rebuild.

    Licensing and registration

    • State money transmitter licences where your counsel says they are required
    • FinCEN money services business registration
    • Agent list kept current, if you use agents

    Partners

    • Bank or settlement partner for funds in
    • Payout partners for each corridor
    • Foreign exchange liquidity provider

    Programs

    • AML program and a named compliance officer
    • Sanctions screening provider or list service
    • Complaint and error handling procedures

    Product

    • Disclosure and receipt wording approved by counsel

    Scale and support

New corridors, payout methods and languages added as configuration.

    Facts and sources

Which rules shape a money transfer app?

Short facts we design the transfer flow around, each linked to its primary source.

    • Before the sender pays, a remittance transfer provider must disclose the transfer amount, fees and taxes, the total, the exchange rate and, where applicable, the amount the recipient will receive in the payout currency.

      Source: 12 CFR 1005.31(b)(1) and (e)(1) (eCFR)
    • A sender may cancel a remittance transfer within 30 minutes after paying, as long as the funds have not been picked up or deposited, and the provider must refund the full amount, including fees, within three business days of the request.

      Source: 12 CFR 1005.34 (eCFR)
    • A remittance provider must handle a sender's notice of error received up to 180 days after the disclosed date of availability, and investigate and decide whether an error occurred within 90 days of receiving the notice.

      Source: 12 CFR 1005.33(b) and (c) (eCFR)
    • For a transmittal of funds of $3,000 or more, the transmittor's financial institution must include the transmittor's name, address and account number if any, the amount, the execution date and the recipient's financial institution in the transmittal order it sends.

      Source: 31 CFR 1010.410(f) (eCFR)
    • Each money services business, whether or not it holds a state license, must register with FinCEN and maintain a list of its agents.

      Source: 31 CFR 1022.380(a)(1) (eCFR)
