Insurtech / Policy Administration

A policy administration system built for life after bind

Most of a policy's life is change: endorsements, cancellations, reinstatements, renewals and audits. Agnotic Technologies builds policy administration systems that handle each transaction cleanly, notify billing and claims, and move your in-force book off a legacy system without losing a term.

    Industry Overview

What is a policy administration system?

A policy administration system is the system of record for every policy an insurer issues, holding its terms and every change made after bind. Agnotic Technologies builds and replaces these systems around the policy transaction lifecycle, with billing, claims and document generation tied to each transaction and a planned conversion of in-force policies.

    Industry Challenges

Where do legacy policy systems break?

The failures we are asked to fix sit in the transactions, not in the screens.

    • An out-of-sequence endorsement overwrites a later change instead of rolling it forward.

    • A cancellation updates the policy but billing keeps invoicing, so refunds are worked by hand.

    • A reinstatement creates a new policy number, and claims can no longer see the coverage history.

    • Documents are generated from the current version, so a reprinted declarations page shows terms that were not in force on that date.

    • Renewal offers are built from the original policy and miss the endorsements added mid-term.

    • Years of in-force policies sit in the legacy system, and nobody trusts a conversion that has never been reconciled.

    Transaction table

What does each policy transaction change?

We map every transaction like this before we build. Premium methods such as pro rata or short rate come from your product rules; the system applies whichever you configure.

    Our Approach

How do we design the policy record?

Three design rules that keep every transaction reversible and explainable.

    Version, never overwrite

Every transaction writes a new dated version and keeps the old ones, so the policy can be shown exactly as it stood on any date.

    One event per transaction

Each transaction publishes an event that billing, claims, documents and reporting consume, instead of each system reading policy tables directly.

    Rules outside the code

Premium methods, notice rules and document attachment rules are configuration your product team owns and can change under review.

    Capabilities

What do we build in a policy administration system?

Our policy administration services cover the policy after bind. Rating engines and state filings are on our property and casualty page, and claims automation has its own solution page.

    Transaction engine

New business, endorsement, cancellation, reinstatement, renewal and audit as defined transactions with validation.

    Versioned policy record

Every term and version kept with effective dates, so any past state can be rebuilt.

    Out-of-sequence handling

Back-dated changes inserted in order, with later versions rolled forward and premium recalculated.

    Document and notice generation

Documents produced for the version in force on the date, with delivery logged per recipient.

    Billing integration

Invoices, refunds and installment changes driven by transaction events.

    Claims coverage lookup

Coverage as of the loss date, not as of today, for every claim.

    Agency data exchange

Policy and commission downloads to agency systems in ACORD AL3, and real-time XML where partners support it.

    Renewal workbench

Renewal queue, underwriting review and nonrenewal notices driven by your rules.

    Sizing

What sizes a policy administration build?

A policy administration build is sized by the products and states it writes, the transaction types each product needs, whether the rating engine is inside or outside it, the forms and filings to manage, billing and commissions, and the size and condition of the in-force book to convert. Agnotic Technologies reviews each with your product and operations leads first.

Policy administration system sizing drivers with the question to answer before scoping and what each changes in the build
DriverQuestion to answer before scopingWhat it changes in the build
Products and statesWhich products go live first, and in how many states, each with its own filed rules and forms?Every product and state pair adds configuration, form editions and test cases for each transaction.
Transaction types per productDoes each product need endorsements, out-of-sequence changes, cancellations, reinstatements, renewals and premium audits?Out-of-sequence endorsements and premium audits add the most versioning logic and recalculation testing.
Rating engine in or outWill the system call your current rating engine, or must rating be built inside it?An outside engine needs a rating API contract; building rating inside adds rate tables, algorithms and filing checks.
Forms and filingsHow many form editions are in use, and who tracks which edition applies by state and effective date?Sets the size of the form library, the document generation templates and the edition rules.
Billing and commissionsIs billing a separate system, and do agency or direct bill commissions have to be calculated here?A separate billing system needs event feeds both ways; built-in billing adds invoices, installments and commission rules.
In-force book to convertHow many in-force policies move, how clean is their data, and how many open endorsements and renewals sit in flight?Conversion is often the largest single item: mapping, reconciliation runs and a parallel period before cutover.
    Measured Impact

What should a policy operations team track?

Measures we put on the operations dashboard.

    Back-dated
    Out-of-sequence changes

Versions reprocessed because of a back-dated endorsement.

    Unbilled
    Transactions not billed

Transactions billing has not picked up yet.

    Notices
    Pending delivery

Notices generated but not yet delivered or confirmed.

    Reconciled
    Converted policies

Converted policies that match the legacy record.

    Use Cases

Where do policy administration projects start?

First releases we scope, each one product in one state, end to end.

    01

    Endorsement engine replacement

Mid-term changes, including back-dated ones, moved onto a versioned record.

    02

    Cancellation and reinstatement rework

Return premium, notices and billing aligned on one transaction.

    03

    Document regeneration by version

Reprints that show the terms in force on the requested date.

    04

    Billing synchronisation

Invoices and refunds driven by policy events instead of nightly jobs.

    05

    One-product conversion

One book moved off the legacy system with a parallel run.

    06

    Policy administration for startups

A first policy system for an MGA or startup writing on a carrier's paper.

Which systems does a policy administration system feed?

    What we check

How do we convert in-force policies off a legacy PAS?

Conversion is its own project inside the build. These are the steps we plan and sign off with you.

    Inventory

    • Every product, state and form edition in force listed
    • Open transactions and pending cancellations identified
    • A data owner named for each source table

    Mapping

    • Legacy fields mapped to the new policy model, with gaps written down
    • Coverage codes and form editions translated and reviewed
    • Billing balances and installment plans mapped

    Parallel run

    • Endorsements and renewals processed in both systems for an agreed period
    • Premium, documents and billing compared transaction by transaction
    • Every difference explained or fixed before cutover

    Cutover

    • Convert at renewal or in one move, decided per book
    • A rehearsed rollback plan
    • The legacy system kept read-only for lookups and audits

    Transaction mapping

Every transaction and its effects mapped with product, billing and claims leads.

    03

    Fixed-scope first release

One product in one state with the full transaction set.

    04

    Conversion and parallel run

In-force policies moved and compared before cutover.

    05

    Support

New products and rule changes under agreed change control.

    Facts and sources

Which standards and rules shape a policy administration system?

Short facts we design around, each linked to its primary source. States adopt NAIC models individually.

    • ACORD publishes its Property and Casualty standards in two formats: AL3, a one-way batch method for policy and commission data, and XML, built for real-time business transactions through request and response messages.

      Source: ACORD, P&C Data Standards
    • The NAIC Insurance Data Security Model Law asks a licensee, based on its risk assessment, to include audit trails designed to detect and respond to cybersecurity events and to reconstruct material financial transactions.

Source: NAIC Model Law 668, Insurance Data Security Model Law, section 4D(2)(i)
    • The same model law asks licensees to adopt secure development practices for in-house applications and procedures for evaluating or testing the security of externally developed applications they use.

Source: NAIC Model Law 668, section 4D(2)(e)
    • Model Law 668 requires a licensee to exercise due diligence in selecting a third-party service provider and to require it to protect the information systems and nonpublic information it can access or holds.
