What is behavioral health software development?

Behavioral health software development is building the clinical systems that therapy, psychiatry and substance use programs depend on: validated screening, measurement-based care, separately stored psychotherapy notes, 42 CFR Part 2 consent and crisis escalation. Agnotic Technologies builds them for providers, digital mental health startups and payers, connected to your behavioral health EHR.

Behavioral-health software has to be clinically defensible: validated screening, measurement-based care, and real crisis-escalation pathways, not wellness theatre, and it carries stricter privacy obligations than general PHI.

We build the screening, therapeutic content, and escalation behavioral health needs, with 42 CFR Part 2-aware consent and privacy engineered in from the start.

    Behavioral health platform architecture

A behavioral & mental health platform (clinical workflow, validated instruments (phq-9, gad-7, c-ssrs), and connected integrations) with PHI handled to HIPAA standards at every layer.

    The problem

What makes behavioral health software different?

Off-the-shelf products rarely fit behavioral & mental health. Here is where they fall short, and how we build around it.

    Challenge

Crisis situations need reliable, auditable escalation: the part a product cannot get wrong.

    Agnotic approach

We build crisis detection on screening and content with explicit escalation to hotlines or human support.

    Challenge

Behavioral-health records carry stricter privacy rules (42 CFR Part 2).

    Agnotic approach

We design consent, segmentation, and disclosure controls for Part 2 data, not just baseline HIPAA.

    Challenge

Outcomes are hard to prove without measurement-based care.

    Agnotic approach

We build validated instruments (PHQ-9, GAD-7) and longitudinal scoring into the workflow.

What do we build for behavioral health providers?

A behavioral & mental health capability set engineered for its real workflows, codes, and devices.

    Our Process

How do we build a behavioral health app or EHR?

We prove the core workflow with real users before scaling: clinical fit and adoption decide the outcome.

    1.

    Discovery & Clinical Design

We map the behavioral & mental health workflow, the codes and devices involved, and the core job to be done.

    Psychiatric EHR

What does a psychiatric EHR need that a general EHR does not?

A psychiatric EHR needs mental status exam templates, psychotherapy notes kept apart under their own authorization rule, diagnosis templates that code to ICD-10-CM, and controlled substance prescribing with EPCS and PDMP checks. Agnotic Technologies builds these into custom psychiatric EMR software.

    NeedWhat the software does
Psychiatric evaluation and mental status exam templatesStructured sections for history of present illness, psychiatric and substance use history, risk assessment and each mental status exam domain, such as appearance, mood, affect, thought process and insight, saved as discrete fields a follow-up visit can compare
Psychotherapy notes stored apartA separate note type, kept outside the main record and its exports, that only its author opens by default. HIPAA defines psychotherapy notes as notes separated from the rest of the record and requires an authorization for most uses or disclosures, so release workflows check for one
Diagnosis templates that match DSM criteriaAssessment templates that record which criteria the clinician found, the duration and the specifiers, then suggest the matching ICD-10-CM code. Building templates that actually match DSM requirements does not mean copying DSM-5-TR text: the template holds your clinicians' own prompts and the license question stays with the practice
Controlled substance prescribingElectronic prescribing of controlled substances with two-factor signing, plus a state prescription drug monitoring program check recorded before the prescription is sent, through the e-prescribing integration

Validated screening, 42 CFR Part 2 consent and time-based psychotherapy billing are answered in the FAQs below; the prescribing build itself is on our e-prescribing page.

    Facts and sources

Which privacy rules shape behavioral health records?

Privacy and security rules behind the psychotherapy note, consent and access design, each linked to eCFR.

    • HIPAA defines psychotherapy notes as notes by a mental health professional documenting or analyzing the contents of a counseling session that are separated from the rest of the individual's medical record, and excludes medication, session times, test results and summaries of diagnosis, treatment plan and progress.

      Source: 45 CFR 164.501 (eCFR)
    • A covered entity must obtain an authorization for any use or disclosure of psychotherapy notes, with narrow exceptions such as use by the note's originator for treatment.

      Source: 45 CFR 164.508(a)(2) (eCFR)
    • The individual's right of access to protected health information excludes psychotherapy notes.

      Source: 45 CFR 164.524(a)(1)(i) (eCFR)
    • 42 CFR Part 2 restricts the use and disclosure of substance use disorder patient records maintained by federally assisted Part 2 programs, separately from the HIPAA Privacy Rule.
